Information and guidance required please as this is not my area of h & S.

Recently on a holiday caravan park the chains that connected and secured the gas bottles at the rear of the caravan were cut off by the park owners.

The reason given by the park owners "It's an elf and safety regulation"

I can understand from a risk point of view the hazards associated with such practice however I am finding it difficult to find the legislation that the owner's refer to.

Could anyone advise? or point me in the right direction?

Could it just be common sense to be able to remove the gas bottles to a safe distance should a caravan catch fire?

I certainly agree 'common sense' as a safety proffessional I come across this term all the time.

As I already said I can understand the hazards and the risks associated with chaining the bottles together. This is more for security purposes more than anything.

The bottles are not actually secured to the caravan so can be moved at any time.

I was interested in finding out which relevant legislation was or is applicable in this instance.

No LPG guidance / legislation that I have ever heard of requires this.

Thank you very much for your prompt replies and advice and links.

I am still unable to find concrete evidence as such and it appears as I have long suspected there is no specific legislation on this particular point.

I suspect this information may have occurred due to a risk assessment which is more likely. I would have written the same thing if risk assessing the situation.

It just really annoys me when people or companies quote 'elf & safety' and cannot back it up with the relevant legislation.

Roll on next weekend looking forward to the discussion with park owners.

See if you can find a copy of BS EN 1647 - all about the siting and safe commissioning of static holiday homes and caravans.

Gas safety should be a part of that document from the park's / rental owner / user perspectives.

What happens if the said gas supply bottles are fixed inside a nice locked compartment and secure from view or tampering - do they break up the box under "Elf and Safety", so that the bottles can be moved in case of fire? - perhaps not !

Hello KB,

Whenever I am faced with somebody telling me that something is a Health and Safety Regulation etc I tend to ask them to elaborate and show me their source.

One example was a case of a delivery driver saying he would not do manual handling cos health and safety would not allow it. When I queried this he went on to question my knowledge of health and safety and telling me I didn't know much etc etc. Anyway, after contacting his employer it turned out that he was actually refering to some guidance produced by his trade association and not health and safety legislation after all.

Once again thank you for your interesting comments.

I have since been party to a glimpse of the site health and safety policy (unofficially though)and there is no mention of any of this in there either. I know someone who works there in a general capacity and they have been issued with the generic attempt at a health and safety policy. (I am in the wrong job I could be earning a fortune)

I agree this will be a very interesting conversation shall keep you posted
