I need some help! The company I am working with use excavators on occasions to carry out lifting operations. All operators have the CPCS card for operating the excavator. My question is, is this suitable training and if not, what is?

The CPCS training and assessment does not include a module on lifting. As a company we have just started a one day in house couse for our excavator drivers so that we can demostrate that they have been trained as part of their competence when lifting with an excavator. Can you?

As a manager of a CPCS registered centre I can confirm to you that at present the use of excavators for lifting operations is not covered either in the CPCS training modules or operator tests.
However, the CPCS scheme is going through a major overhaul and having received the new "Technical Test" specifications today, it would appear that the CPCS Management have addressed this issue. The new tests are being phased in from 1st August 08, but providers are able to continue to use the old tests until end of October. Anyone tested after October will definately be OK for lifting ops with the excavator.

Could I just add that some excavators are not suitable for lifting and have warning labels, saying 'not to be used for lifting'

I have emailed the CPCS people to make this point, my suggestion would be to make lifting ops an "endorsment" rather than mandatory for all operators.

I bet there is not an excavator in the land that has not / or will not at some time get used for lifting. This is an important question, thanks for raising it.

The Construction Plant Hire Association have produced the following guidance on this issue. "Safety Guidance on Lifting Operations in Construction When Using Excavators". It refers to the guidance in BS 7121 parts 1-3 in relation to competence of those involved in the lifting operation.
Unfortunately the document is only available to members and since I am not a member of CPA I was unable to get a copy. The CPA may provide you with a copy if you contact them directly.

In addition to the above comments the HSE has published the document 'Safe use of quick hitch devices on excavators' this states the following:
This is labelled for when HSE inspectors should take action:
c) In addition to evidence of training in operating the excavator, have excavator operators been trained in the use of their QHs, and in the use of the excavator as a crane? (NB: the CITB course does not cover quick hitches, or use of the excavator as a crane, so a CPCS card does not demonstrate competence in either of these).

CPCS have addressed the quick-hitch issue in the new specification aswell, again being phased in from August onwards.
