Posted By Richard Altoft Whilst very experienced in CDM and the use of several forms of support and guidance incl the HSE ACOP and APS, CIRIA etc sources I find them very building construction orientated in spite of the definition of construction in CDM 1994 and then CDM2007 being much much wider than just building. I am currently involved with CDM documentation for the process industry including food manufacturing plants and carbon fibre manufacturing plants and would like to provide the project teams with guidance that is process engineering sector specific for CDM, reducing risk design and construction, CDM files, etc. Can anyone please point me towards any such material. I agree The CDM in many areas is very very narrow re the competence areas needed - A great chance missed
I was sitting with some CDMC's recently evaluating a number of jobs and whilst they were very good re their specialist areas [all were civil engineers/designers] they did not have a clue re process nor electro/mechanical engineering areas

Posted By Tony abc jprhdnMurphy The CDMC does not need expertise in M & E, Civils etc. I have undertaken this role many times and I wouldnt know an electrical fault if it jumped up and bit my bum. I do however undersytand the hierarchy for ensuring safe systems of work are adhered to and this involves appointment of competent people from design through to handover. The idea that the CDMC needs certain levels of expertise is nonsense, he just needs competency levels that meet with current criteria.

Posted By Ron Hunter It is my understanding that CDM would only apply in these circumstances if the plant is itself large enough to be considered a structure? I do applaud those who apply the principles of CDM to such Projects, but I wouldn't necessarily consider Notification & CDM-C appointment to be apprpriate.

I am not in any way saying that all CDMC's need to know everything - There are some great people out there; however CDMC's should have an understanding of the areas that they are operating in so that they can work from a point of knowledge

Clients, designers, PC, CDMC and contractors are all suffering the same inability to readily use guidance such as the ACOP - L144, APS and CIRIA material because it is all building and building services and building structures orientated. I am looking for material better suited to influencing persons of a process engineering background. Can anyone help please. Incidentally the projects are big enough for CDM and CDM does apply, my competence as CDMC is not an issue, I was involved with CDM before it became law in 1995, in writing one of the first books on CDM in design in 1996 and have applied CDM whilst involved in or acting as or leading teams who acted as PS, PC, CDMC, and client as well as CDM compliance auditing and tutoring to Power Stations both new build and demolitions, wind farms and a wide variety of structural, civil and building projects Best Regards R

If you remember the consultation pre CDM 2007 the HSE expressed the view that individual sector guidance would be published. Unfortunately the process sector was not done and there is a large gap for specialist guidance. From this perspective one really has to try and get these engineers to look at the interplay of the machinery with the associated environment and the operatives ability to use/maintain readily.
Not helpful I know unless one is able to persuade a group or other to prepare a document. The IChemE may be interested so why not talk to them and associated professional bodies as a start.
