I have been asked to look at alleged changes in the law or regulations with regard to section 19 permit exemptions for driving minibuses. that is affecting staff who would drive a minibus of "clients" to/from venues as part of planned events.
Is there anyone out there who can start me off on my trail please. Are there changes afoot?

This is one of those "left fielders" that arrive on our desks now and again. It is way off my radar and I would really appreciate a confirmation and a link to any proposed changes.

thanks in advance

Not sure about a change to section 19, but there is a change to the driving licence process that will require all PCV & LGV drivers to undertake 35 hours training every 5 years. Known as "driver CPC" when related to PCV vehicles it relates to all drivers operating on a hire or reward basis.

The supporting documentation from the Department of Transport indicates that minibus drivers must complete the training too, however an exemption does exist for those undertaking voluntary driving, ie not for Hire or Reward - this may be the source of the question, but equally there may well be proposals to change or remove the exemptions, I have not heard anything to suggest this.
