Not really up on the offshore industry, other than I know you have some specific requirements so not sure if this is exactly what you are looking for but BSEN 563:1994 deals with the temperature of touchable surfaces. Obviously its a standard and not a law.

Are you perhaps referring to the IEC CENELEC Temperature Class? This is a classification which defines the maximum surface temperature of equipment, even under fault conditions. It is for equipment to be used in hazardous atmospheres, when the surface temp must always be below the auto-ignition temperature of any flammable gas likely to come into contact with it.
