Mast climbers have a "mobility " alarm fitted to them which transmits a high pitched whine whilst the machines are in operation. The issue we have is that the neighbours are complaining about the noise.
My questions are :
Are these alarms mandatory or can we just have alarms which sound when the mast climber lowers to the ground (like a scissor lift)?
Is there another warning / alert which could be put in place?
Your assitance and advice is appreciated.

Surely you need to consider what the purpose of the alarm is - if it is to warn of an overhead hazard, in the same way that reversing alarms warn of the hazard of reversing vehicles, then surely tehy need to be noisy when in operation

Now this is the impossible question - Which has precedence Evironmental or H&S requirements?
Simple answer is H&S and Environmental. The need for alarms needs greater and closer supervision if they are not fitted. If however the LA impose noise limits they can often make the job unworkable, although the techniques are meant to be limited to BPM, best practicable means. Many LAs go beyond this.
If this is to be an ongoing situation you will need to look at suitable notices from the EHO in order to agree limits etc before action is taken to enforce anything. Once enforcement has occurred you are always going to have an uphill battle.
