I am aware that under reg 4 of Asbestos regs all non-domestic premises must have an asbestos register and management plan, however our electricians regularly come across asbestos flashbacks in domestic premises where there is no duty under reg 4 for a register and management plan.
Other than us providing asbestos awareness training to our electricians to recognise the possible exposure risks, is there any other legislation or guidance that give SPECIFIC requirements to deal with these situations as a domestic householder couldn't reasonably be expected to know about asbestos?
Also, the HSE publish a guidance note A33 (Replacing an asbestos containing fuse box or a single fuse assembly) which gives advice for the removal / replacement, however does say if they MUST be removed.
When called out to a emergency breakdown, should we be pulling contaminated fuses?
Any advice would be much appreciated

As a quick response I would say read on to Regs 5 and 6.
A slower response will be coming as I am looking at a similar situation.

Under Reg 5 an employer has a statutory responsibility not to work on anything unless he has found out whether asbestos is present or not OR assumes that it is.
If you follow the guidance on the Task Cards as well as the other task cards which it refers to you will be OK.
Basically Trained , competent with the correct equipment.

The HSE's Asbestos Essentials (Task A33) suggests to me that every electrician (a) should have a Type H vacuum (And therefore a contract arrangement with a licensed contractor to have it emptied, serviced and repaired), (b) wear non-lacing footwear, (c) have and be trained in the use and maintenance of PPE (including RPE), (d) have access to a licensed contractor for the disposal of ACM items and arising waste; and (e) that ACM single fuse holders SHOULD be replaced with non-ACM items.
The reality out there may be slightly different.........
