Presently I am CDMC for a refurbishment project to develop 6 no flats, a communal front garden which meets the top of the wall, this then drops 1600mm to the pavement below. Signs of old steel railings are present. but non of the adjoining buildings have railings.
Obviously the client will have a duty of care to protect his tenants, however with strict budget control whats the minimum, I considered a hedge rather than railings. Does anyone have knowledge of what he has to do, what is the requirement, or is it just duty of care,
Advice most welcome

In the absence of a response I suggest that whatever is reasonably practical with a slant on safety. Presumably this is a CDM project and therefore statutory duties will be owed by the client, designer etc to ensure a robust solution.
If an accident should occur there could be a claim for a DoC, but this would very much depend on the circumstances.

Once completed, this will revert to a domestic setting. Take a good look around the various landscaping approaches and use of retaining walls at changes of level in any town or city-scape Graham, in both public and private areas. There is no absolute need to provide a barrier here.
