Thanks very much for the answers people.
I understand that when a company is registered, by law they have to declare the figures for levy purposes but my question here is that (do I really have to be registered in the first place?) I can not find any piece of legislation anywhere to confirm this.

whilst you may not legally need to be registered it may make business sense 'to get on board'
