Posted By Safe System The question was asked by a site manager.. thoughts please Do plant drivers need to be ticketed "legally" if they are competent? My answer is yes - how else would you 'prove' competence... How would you answer?

Posted By clarkey I think the answer depends on what you describe as 'ticketed'. Obviously the golden standard would be to get as many people as possible through their NVQ's with a view to getting a CPCS competency card whether blue or red. However the company I work for have a number of operatives that are very experienced that have been trained by another operative ticketed on that particular type of plant. We then issue internal competency cards which are obviously rendered useless to any operator that leaves the company, but is a way of recognising that there are operatives out there that are experienced and for the want of a better expression 'competent' but have not gone down the CPCS route to prove it.

Posted By Safe System clarkey - great idea. Obviously we wouldn't get people with 0 experience trained by someone else... but the more experienced guys.. we could organise some internal 'ticketing'

Posted By jayjay No, but you'll find 'Informed, Supervised and Trained' in PUWER 1998. How will you demonstrate competency and is the person who trains your employees competent as an instructor ?? Regards, JJ

Posted By clarkey I think I need to clarify a bit further on this. Ticketed basically means a plant operator that has a card to say they can operate XYZ piece of machinery. This can be either an internal card or through a recognised NVQ formal system through CPCS. How do you think people get experience on site in using plant if they are not allowed to do this internally? CPCS recognises experienced and novice users. On our internal system an operator has to be supervised by someone who has a formal qualification in that particular class of plant. I am not suggesting thet you should give an internal competency card to someone who has only used the machinery once or twice, but if they are building up hours and are using the plant on a regular basis why not? The form is then filled in by the site manager and then passed onto the Contract Manager for approval to say that they are satisfied that the operator is experienced enough to get an internal card. The company has it's own motives for doing this obviously, but to my mind this kind of system satisfies the term of competent. Just to add to that the governments Train to Gain will get formal qualifications under a grant scheme for anyone in work that wants to pursue the formal qualification route.
