Don't know anything about Spanish H&S Law but they are a member of the EU so the EU legislation which covers most if not all the GB stuff applies. Have you tried looking at the EU website and the Spanish Government sites to check this out?

Worked years ago in Spain [before the EU] in the power generation game and where we worked they had quite good systems
One point is that they did not have as many laws as us but when they enforced their law they really enforced it
As already commented as they are in the EU the directives etc apply - try their consulate in London for more info

You can access the Spanish Network of Health and Safety at Work via the European Agency for Health & Safety website and it has some national legislation in Enlish--otherwise you will require it to be translated;-
