Happy friday.....
The HSE guidance on using stepladders says that unless there is a safe handrail (presumably extending above the ladder)you are not to work off the top two steps. Does the platform at the top of the ladders count as a step?

The general principal we use is .. once your knees become parallel with the top platform/step.. thats as far as you go..

My view being vertically challenges is usually better from a pair of steps...... inspected for condition first of course!
