My employer has recently undergone credit crunch reorganisation and streamlining. This has involved a large number of the workforce being relocated. Fortunately they have agreed to pay travelling expenses for 5 years. Normally commuter driving is not considered work related driving but if expenses are being paid I would be interested to know if this changes the position. Would a driving related risk assessment be a requirement? I would appreciate any and all assistance and reference to guidance (other than the HSE website).

James, regardless of any legal issues it would be good business practice to consider the additional risk of losing key employees through undertaking a hazardous activity (driving). How the company deals with that will be a reflection of how valued the employees are.

Also - if the company is paying travelling expenses [mileage?] the drivers may need to get 'business travel' put on to their insurance. its not expensive, mine was at no extra cost in premiums

My view would be that the travelling expenses being provided could be considered relocation expenses and hence not a payment for business miles. In this case your personal car insurance would be normal as the driver is simply travelling to/from their normal place of work (albeit a new location).
A normal "driving for company business" RA would be advisable for all business mileage.

I tend to agree with Peter above, I don't think that this would be considered to be 'occupational so I don't think that BU insurance would be required nor would it need to be covered under RA - although you should have an Occ Road Risk policy if you have people driving for work purposes.

The lump sum route may be an alternative so ask your accountants. As for the H&S areas I agree with the previous postings

Gentlemen, thank you very much for your responses. Whilst I have an inbuilt dislike of template risk assessment I would welcome copies of any driving risk assessments you may have come across for comparison purposes and to check.

We are also going through a round of musical staff which means have to reassess driver capability. As with others I would greatly appreciate seeing copies of driving risk assessment templates just to ensure that I haven't missed anything out.
