Have the HSE failed in the updating of HSG 151 "Protecting the public" by referring to the COSHH regs 1999 in the heading for paragraph 22, then referencing the ACOP based on the 2002 regs in paragraph 23. Whoops! Obviously the HSE needs a good proof reader, unless I am completely off track myself, however I am sure someone on this discussion group will correct me if I am wrong.

the CDM ACoP refers to the 'Reporting of Injuries, Diseases and Dangerous Occurrences Regulations 1999' in Appendix 4 (standard to be achieved).

COSHH ACoP
Regulation 2 of COSHH defines a substance dangerous to health. Definition (e) effectively means any substance can become such under certain conditions. Paragraph 13 of the ACoP states that the Approved Supply List, i.e. substances with risk phrases, is not adequate for COSHH, yet further on the ACoP recommends using risk phrases as the basis for a risk assessment.
