If an employee goes of work sick, and then sends a sick note to say he is off work with stress but does not state if it is work related or not, is it reportabe under RIDDOR,

Do you have a policy regarding work related stress?
You could have a place in there informing employees of a reporting structure etc?
By the time you have officially been informed that it is work related your report form may be curled up at the edges!

I am sure there will be great debate to follow, but based on the information you provide, in my mind it is not reportable
Stress is not listed in RIDDOR as reportable. It is not a physical injury and it is not recognised as a disease.
Arguably perhaps it should be if it is recognised as work related, but given there is no specific indication that it is work related, and there is no reference to stress within the guidance to RIDDOR, it is certainly a defendable position not to report.
If the intention of RIDDOR is to permit reporting of such a condition it would be really difficult to define the "work related" bit and even then given stress is often a mixture of pressures from may parts of life, what percentage needs to be work related for it to be reportable ?
Until the HSE come forward with more specific guidance on what they might want reported in terms of stress I imagine the topic will bring forward much debate.
You can always call the reporting line for specific advice, but my gut says no, based on info provided

I didnt think it was reportable but we are having a few issues with this case at the moment and i dont want to get caught with my pants down (so to speak)

Getting caught with your pants down probably is reportable - but not to RIDDOR.
Seriously; if the HR team don't report it to RIDDOR and you (as H&S) are not told (data protection / employee confidence etc) then it is not your call

'Stress' is not one of the named injuries or diseases in RIDDOR.
Moreover, it's not an injury, disease, illness or whatever else you want to name; it's a potential 'cause' of those things.
There should be a collective 'batting back' of these types of sick notes to get GPs to call a spade a spade and give us the diagnosed illness. But, then it would be 'back ache', wouldn't it.
Not saying for minute that stress is not a significant issue but that's risk management not sickness absence management.
