could someone please clarify the following;

contractor arranges for site cabins to be delivered to site, cabins arrive with consumer unit test certificate.

principle contrtactor provides cabling, connects supply and provides electricity to said cabins.

safety manager states that cabins should be re-tested upon connection and every 3 months thereafter - to which all agree.

however, who is responsible for carrying out the testing upon connection - principle contractor or the contractor?

He who makes the connection should do the testing (Confucius, I think!)

As the principal contractor is responsible for site safety he should ensure that it is tested as per suppliers recomendations.
Who does the testing is irrelevant as long as they are competant.

It's not irrelevant when someone is being asked to pay for it!

Surely it is a contractual issue with the person supplying the cabins paying unless previously agreed otherwise?

The "consumer unit test certificate" is of very limited relevance. You have no earth connection until you create one on site. The complete installation then needs to be tested BEFORE use.
