Has anyone had to deal with this issue?
There have been incidents of homeless persons using waste bins to sleep in and thus risk being tipped into the back of waste vehicles and potentially crushed during compaction.
Does anyone have any advice or infformation on how this might be dealt with?
For info:
The vehicles have cameras that show the lift and the tipping process.
Homeless charities and LA divisions have been contacted as have other statuatory bodies.
The aperture to the bins is relatively small, but still needs to be of sufficient size to allow refuse to be placed.
The biggest concern i supopse is what would our levle of liability be and what coul be deemed reasonable to mitigate it.
The waste collection operation is designed to be a one person job controlled from the vehicle cab and as these are all over the city haveing someone manually check every bin presents its own hazards.
All advice welcome.

I have not come across this one, and we don't normally do any one man operations here with refuse collection. Our operatives do (or should) open the lid of each bin before tipping, although this is mainly to ensure that the bin is not contaminated with either 'rubbish' or recyclables, depending on which they are collecting for that week. Similarly our commercial collection rounds always check the bin before loading it up. I wonder if you might get some help or advice from WISH (waste industry safety and health forum) see http://www.hse.gov.uk/waste/wish.htm

Hi John,
A reasonable solution I can think of are therse wheelie bins that have locks fitted to them. I've only seen them on larger bins in the city centre.
It might be worth enquiring with the local council to see if they can supply these for you.
Hope it helps
Steven

We lock our commercial bins as an arson prevention measure, although it would also stop people sleeping in them as well.
