I am looking for some advice with regards to the appointment of a RPS as described in the IRR 99. I am looking to install a number of small X-ray machines (for food production screening) and believe that I can clearly show that we met all the requirements set in the generic authorisation certificate and therefore do not need prior authorisation from the HSE. My plan is to notify my local HSE office that we plan to install the X-ray units on site and attach the machinery spec etc.
My question is do I still need to appoint a RPS or are they only appointed when you require prior authorisation from the HSE i.e. high risk etc

You probably need an RPA irrespective of an RPS so take advice from the HSE
To be an RPA requires education to a higher and quality degree level e.g. PHD physics / mathmatics and competence thereafter. Whereas an RPS can attend a short course with lots of experience thereafter
