Do ride-on power floats (for polishing up newly laid concrete) require a Thorough examination certificate?

Ride on floats do not come under Loler 98 (not lifting equipt), so no "thorough examination" required. Puwer only require "inspections" where the equipt is exposed to conditions causing deterioration likely to compromise H&S.
