Posted By Brian Hagyard Blue How did you get on with the MSD's? In the past i have found problems getting the information on "Beauty Products" as they can be CHiP exempt. Brian

Posted By Chris Packham Brian They may be CHIP exempt but under section 6-1 of the Health and Safety at Work etc. Act any supplier has to provide information such that his product may be used safely for the purpose for which it was supplied. Of course, if on sale to the consumer this is not applicable, but if sold to a beauty salon for us by employees (and that would include the self-employed I believe) then the Act would apply, would it not? Posted By Brian Hagyard Chris. As usual you are spot on, the act does apply. Unfortunately the "beauty product safety regulations 19?? or Cosmetic Products (Safety) Regulations" sorry don't have the exact reference to hand seem to override everything. It's a few years now since i did any work with hair salons, but when I did it was practically impossible to get any information out of the manufactures. I contacted some of the big companies and was always told that their products had been certified safe under the appropriate regulations and that's as much as I needed to know. This was confirmed to me by the HSE. Seems at odds with the campaigns that have been/are being run by the HSE (see the bad hair day on their web site) and from a COSHH point of view totally unsatisfactory. I hope this situation may change with REACH and that salon owners etc will be able to get access to more meaningful information, but as I say I have not been involved in the industry for a while so have no direct knowledge at this time. Posted By Chris Packham Brian Please don't start me on REACH! In my view it will do virtually nothing to make workplaces safer and actually just cause confusion and chaos, plus keep a lot of 'consultants' earning vast sums for little benefit to the end user or worker. In fact, technically as written at the moment REACH is unimplementable. REACH requires that for each Chemical Safety Report the manufacturer/importer must provide an exposure limit, among others for skin exposure. Yet their own Agency for Safety and Health at Work has stated that for skin exposure this is technically impossible! I commented on REACH in a presentation I gave recently to a local IOSH branch. If you would like a copy of the handout just drop me an e-mail. Chris

Posted By Chris Packham It is my understanding (and I may be wrong, of course) that any cosmetic product sold to the consumer must provide a complete listing of constituents. If someone were to let me have such a list, then at least this would be a starting point from which one could gain some idea as to the toxicity etc. of the product. I say 'some idea' as the list would not contain any concentration data. Chris
