Posted By Leewalker Hi Does anyone know the particular EU Directive that PAT tesing has come from? I appear to be having a bit of a job here trying to work it out. I have a feeling it is 73/23/EEC which is Electrical equipment designed for use with certain voltages or maybe 2001/45/EC The use of work equipment. Thanks Lee

(2) As may be necessary to prevent danger, all systems shall be maintained so as to prevent, so far as is reasonably practicable, such danger.

Posted By Leewalker Yeah but is that an EU Directive? The reason i am asking is i am putting together a document for my work kinda saying that for the whole of Europe we are going to be using the UK Regs on PAT Testing but i need to know which EU Directive to tie it back to

There is no explict, specific legal requirement to perform Portable Appliance Testing in any general UK workplace specific health & safety legislation. Therefore I doubt that it exists in any EU Directive either as in the UK we generally do a simple "copy/paste" for such absolute requirements.

We have visited this topic on previous occassions on this forum, you may wish to do a search to find the other threads & review the responses there?
Also, I note that you refer to "putting together a document for my work kinda saying that for the whole of Europe we are going to be using the UK Regs"; does this mean that you have sites in other EU countries? If so, you should really research what the various "local" legislation in those other countries requires first & ensure that all variations are included in your document.

Posted By Leewalker Yes we have facilities across Europe but it is becoming a chore beyond a chore trying to work out what the regs are locally since either no one knows or when you send an email to someone who should know they just refer back to the EU Directive so its normally a lot easier to use the UK regs. Obviously things like LOLER and PSSR are different but as a general rule of thumb i think that the UK way is the way to go ie manual handling, dse, pat testing etc.

Posted By osazemen I am not sure how you want to base PAT testing from the UK to be enforced in your European sites.
I believe the best approach will be to use best practise in rolling this out. This is what I have done in my sites in Europe, however it is a legal requirement in Ireland under the new Safety Health and welfare at work (General Application) Regulations 2007 to provide portable appliance test.

I would also say that not all UK domestic legislation has been introduced as a result of an obligation imposed by EU directives.
