I guess we'll never get full closure on these kind of issues. Surprising really that they've managed to keep a lid on it so long. They must have bin wheely careful! One for the RSES file.

Swis, my comment is to say that I find the constant regurgitation of these "stories" unwelcome. By constantly posting/responding to them on this forum we do nothing but give them air to breathe. We know they are factually incorrect and yet that there is enough truth within them to allow the myth to exist. What a wonderful situation to set up hard working, committed and diligent people to public ridicule. It is almost better than posting a question about RIDDOR and expecting to get a consensus of opinion!
Whenever I am approached on such stories, I respond directly to the person or organisation involved. IMO that is what all safety professionals should do. If we become aware of such rubbish we can also let IOSH media people know and they can respond formally. It is unlikely to make any difference but a consistent drip is more pervasive than wailing and gnashing of teeth.
Sorry rant over. I blame the rain in Wales for getting in the way of the 1st test!

I wouldn’t get too caught up in jumping onto a bandwagon for all those who wish to condemn such practices and point the finger to other professions other than the safety one. It is difficult to state who exactly is responsible for the rise in this mentality without proper objective research. Most of the stories that are carried in the media would tend to be written to support the thesis that a “nanny state” is emerging and that basic freedoms are being eroded by such policies. They are annoying, yes, and it is easy to deal with; those affected should challenge them at source.
Sometime ago I submitted to the works and pensions working party on health and safety addressing specifically the misconceptions behind written risk assessments and “significant” risks and I am happy to refer you to my contribution. Go to http://www.web-safety.com/ and select “Myth or Reality from the left side bar and then “SPR-04” from the list displayed.
It does little to advance the practice of safety by complaining over and again about irrational or seemingly irrational decisions on this or other forums, rather than taking time out to analyse and understand where they are coming from, including the possibility that the safety profession has also played a part in this.
Consider this, for example, public awareness of such policies is disproportionate to the number of such policies that actually exist but at the same time is fed a desire to believe the truth of them and a subconscious willingness to allow the media to manipulate social frustrations born of alienation from the decision making processes in work, community, and society in general.

It is clearly not a breach of regulations. Leaving environmental issues to one side, having the lid open when using vehicle mounted lifting equipment could result in damage to either the bin or lifter or the bin becoming detached. That is not to say it would, but it has happened and could easily re-occur.
The other consideration is the weight of the bin for manual handling. Each size of bin has a maximum weight limit, if households cram more in the weight must increase, this could affect handling of the bin and safe load on the lifter.
Has anyone seen a car engine block in a wheelie bin? I have! Some people's stupidity is only exceeded by those attempting to impose barmy H&S rules!

Only now are we starting to appear in search results and directories. I think this demonstrates how much of a hit the site is. We hope [reference removed] becomes the one place recruiters go when looking for candidates, Candidates when looking for jobs, Companies when looking for Consultants and [reference removed] when looking for information or training courses.
The site is currently receiving over 2500 hits a week and that is increasing with every new member that signs up. We are working hard to appear at the top of Search Engine Results and even though it takes time and a lot of effort we are committed to making [reference removed] a Success.

The sentence quoted is just sloppy English. I guess that the council is trying to tell householders not to put out wheelie bins for emptying if their lids are not fully closed. However, its phrasing leaves us wondering who would be in breach of the alleged regulations - householders and/or those who come along with their lorry to empty them?! If it is the case that bins with raised lids are likely to foul the lorry's bin emptying mechanism, why not say so rather than (mis)quote "elf n safety"? As an "incentive" for householders to avoid overfilling their bins, the council could advise that overfilled bins won't get emptied.
Compliments to Ron Hunter for his response last Friday - a good succinct piece of Friday frivolity for this forum.
