Posted By jenjer My maintenance guy changes lightbulbs/strips around 3.5m in height from a ladder that is footed by another team member, who passes up the light once the maintenance guy is in place; both are ladder trained. My question is - should I be looking at a tower/platform steps to carry out this task? Given the amount of time spent on the ladder and and what he is actually doing I feel the current risk assessment is adequate. Any thoughts or opinions?

Posted By A Campbell jenjer, I once had this conundrum in facilities management activities. When I was aksed... my advice was... If changing bulbs infrequently (e.g. 1 or 2) then providing a safe system of work for use of a ladder would be deemed practicable..... On the other hand.. If required to change a number of bulbs/fixtures etc I would advocate the requirement of more suitable access equipment with relevant safe system of work for that task/equipment in place. The aim was not to ban use of ladders for such tasks but to ensure employers assessed the risks and used suitable equipment for the task, duration and frequency to be taken into account. As in the past ladders were always first and usually the only choice employers and employees made.
