Posted By Mark Daniels My only sources are the BBC on line reports - these say that HSE have been made aware, and that the accident is being investigated by the police and Gwynedd council. This is understandable if the news reports are accurate and the waterfall area is owned by a nearby campsite. Management of visitor safety at the waterfall may be part of the campsite owner's undertaking. The local authority is likely to be the enforcing authority. In these tragic circumstances, the police and the enforcing authorities will have to consider whether the work-related death protocol should be followed. If HSE is involved, it's not entirely surprising as there is much partnership working with local authorities.
