Hello, I'm fairly new to Construction H & S and would really appreciate some advice or opinions. It has been reported in a Pre Construction information report that there is a possibility of 'horse hair in plaster or other potential sources of anthrax spores' there is also another comment saying "There may be horsehair in plaster but nothing that the CDMC is aware of".

We have fitters going onto this site who may or may not be working with the plaster. What paperwork should I produce? Risk, COSHH.....?.What should I do?
Is it enough that there is nothing that the CDMC is aware of?

I have to say though that I have not encountered any anthrax in all the horsehair plasters I have tested over the years. I have also yet to meet somebody who has had a +ve result.

Is it an issue? I really am not sure.

The statements as written are IMHO merely a "cop-out" , backside covering, and ultimately useless form of words.
"there may be"........"there is a possibility of" isn't telling anyone anything of value.
Do you know the age of these parts of the structure?
Historic Scotland/English Heritage have some good free guidance.

" it may, it could" happen.. .. I for one a fed up with the can't do a because b may, could, possibly if 50 factors come together happen.. anything, in theory, can happen..

what happened to the probability factor in risk assessment? Has there ever been an actual recorded case of anthrax from plaster?

Then lets put this and so many other "could" etc. happen scenarios to the side and get on with the real risk factor..in this case the potential exposure to asbestos.. a real risk in refurb!!

Indeed.
If the CDM-C recongises this as a particular risk (great or small)on the Project then he should be exploring the competency of the contractor to deal with that risk, setting out his PCI in such a way so as to illicit a response from the PC/prospective PC.There may well be other historic building competency issues to be explored, such as working with lime mortars and renders.
The age of the structure is a huge clue.
Adding some vague flim-flam words in the PCI helps no-one.

I had the same kind of issue with the refubishment of a 1939 listed building, the contractors needed to take the copper flashing off a tower, and it was lined with horse hair wadding.

The risk assessment presented by the contractor stated that a sample would be taken by a speicalist company to determine whether or not Anthrax was present before work would start.
If Anthrax were present the specialist company would undertake removal under controlled conditions before the cladding was replaced.
