The CITB provide general construction training but split them up into various different courses, and do one on kerb laying. I am not aware of one course for a general construction operative. However, experience is your most likely option for your builder to prove for all his operatives; the person who hired them should have got this information before they started work. I've not heard the term whizzer, but may be I've had a sheltered upbringing! If you are talking about a disc cutter/Stihl saw, then you should ask for the abrasive wheels certificate or proof of training for whoever has to change the cutting blade/disc. Again ask for experience showing that users wear the correct PPE, know about dust suppression etc. The builder would need to couple this with their system on recording HAVs data for the user(s) of both equipments so they are able to comply with the Control of Vibration at Work Regulations 2005 to mention one type conformity.
