Hi Peter,
no legal requirement in the UK but some countries, especially in Europe it is mandatory with a warning triangle/ his vis and spare bulbs. although a small one is advisory.

This raises another question….Taxi drivers are required to have fire extinguishers and first aid kits in their cabs. What laws govern such requirements? Is there a (real) need for these? What purpose do these kits serve if the driver is not adequately trained?
Personally, I think of any legislation which requires company vehicles to have such items.

Para 20 of L74 mentions, but does not go as far as saying that mobile workers should have a first aid kit, but it seems like a reasonable and sensible thing to do to me and we provide them in our vehicles.

So as I'm on my travels and I come across a car wrapped around a tree, do you think I'm not going to apply a dressing to the drivers head wound, because I may not be insured. Err I don't think so.
It's nanny state comments and actions or lack of them that give health and safety the bad press it receives.
