Posted By martinw John at a basic level, there are a number of potential starting points - you could start with the framework eg HSG65 and fill in the info as it were, or you could start with your environment and fit the system you want to it, depending on complexity. Would you mind if I asked which industry you are in? Just thinking about how specific your requirements need to be. Martin

Posted By Robert K Lewis My crib with many management systems is that Objectives and tagets are used indiscriminately as if they mean the same thing precisely - they, for me, do not have identical meanings. Objectives: These imply overall organisational goals and are normally set out in policy documents. They are the long view and set the overall path that will be followed. Targets: These are the specific achievements/milestones designed to assist in achieving a step towards an objective. They must be SMART and these are the things we programme. Bob

The objectives for my organisation with regards to HSQE were set at the beginning of the year, there are four objectives for each of the three disciplines. The objecitves were agreed and set by senior management and were published and are reviewed at planned intervals during the year. What I want to avoid here is a debate about the frustrations or benefits of ISO/OHSAS, external auditors etc. However during our last external audit it was identified in line with the standard that there should be a documented programme in place in order to achieve these objectives, the observation was about a lack of a programme and not the definition of objectives and targets. So as an example, one of the objectives is to Improve the skills of personnel at Managerial and Supervisory levels so as a programme, my questions are, how formal should the documented programme be, does the programme then become part of "Document Control" and does the programme merely become part of your evidence or part of your management system? thanks.

Posted By Ron Hunter Respectfully John, and to echo Bob's post above, "Improving the skills of personnel at Managerial and Supervisory levels" is a business aim (or target/goal).The Organisation may have any number of key objectives to realise that goal. Maintenance GANTT or PERT charts to keep track of these objectives could conceivably be managed via a document control system.

I prefer a simple matrix identifying Objective, targets set against that objective, Who is responsible, how it is reported, report period, evidence requirements, target date, completion date. Bob

Posted By Robert K Lewis By the way establishing targets is a separate process. My gut feel is that your H&S objectives should have been in your revised H&S policy following the Top Management Review Meeting Bob
