Which Fire Code, Standard or Legislation would be applicable to fire performance requirements of plastic containers used to transport books/documents automatically around a conveyor delivery system within a library building?
If nothing specific exists, what is a logical standard / performance to invoke?

when I imagine anything going around a conveyor belt system in a plastic box I automatically think of open topped plastic tote bins. Is this the case in this instance?
Is this being driven by a need to protect the books and documents? Otherwise, IMHO the fire loading of the paper based materials is likely to make the plastic box pretty immaterial.

The application in my enqiry is a means of conveying books from archive to reading rooms in other parts of the building. However, when not in use the containers are stored in stacks which represents other potential fire concerns other than that of the paper books/documents.

I would suggest that the containers aren't the issue here, rather the potential breach of compartments by the conveyor system.
What does your FRA say on this?

The conveying system exists, the fire auditing of the mechanical system is a separate issue. The new replacement containers need a suitable (material performance) specification based on current legislation. The query is what is this performance?

Should specify totes as TP(b)having a rate of burning that does not exceed 50 mm/
minute as per BS EN ISO 306:2004.
Typically, these containers are manufactured from thermoplastic such as polypropylene piloted ignition of 345 deg C (ignition temp 360 deg C).
Critical Heat flux circa 20 kW/m^2.
Heat release rate from molten pool circa 25 kW/m^2.
Calculated heat release rate from a box side 1m x 0.3 metre circa 76 kW with a soot yield of 0.08 g/g fuel.
Smoke release rate (M dot Smoke) calculated as:
Mass burn rate X soot yield
Mass burn rate = HRR * Heat of Combustion Efficiency
Mass burn rate = 76 kW / 43.3 kJ/g * 0.89
= 1.97
Smoke release rate = 1.97 * 0.08 = 0.16 g per box side.
