Developing a 'Vision' for Health and Safety?

Dear Colleagues,
Has anybody any useful advice or experiences about developing a 'Vision' for Health and Safety?
Whilst developing the H&S strategy for the organisation I work at, its clear that I also need to develop some sort of 'vision' so the strategy can be placed in some sort of context for the board members who will ultimately approve it. Essentially a 'road-map' linking longer term (3-6 years) aspirations to the medium term (1-2 years) strategy.
I've seen some examples which might just be a starting point, but if anybody has any useful advice, or suggestions, about developing a vision, that would be great. Please feel free to PM me if you prefer. Thanks in advance.

1. Who do you wish to influence?
2. Whose vision matters most to them?
£. What innovative actions are you going to take to relate to their vision(s)?

keep an eye out for those who propose H&S aims too. Lots do not like the word 'vision' as it seems a bit unchieveable, but there are some good skeletons out there. I came across the one for 2007 - 2010 Hampshire CC Corporate H&S Strategy:

Your vision should be to develop a good H&S culture by following OHSAS 18001 safety management system guidelines.

Thanks Kieran, good 'flanking' questions for me to consider, very useful, link it to other peoples visions, nice lateral thinking.
Martin, the organisation I am working for now is massive, and they love having 'vision' in fact its the first of our strategic leadership behaviours.
My approach so far is to sit down and imagine what the organisations H&S should look like in 5 years, the culture, the community, the reputation etc. I am then considering some aspects of the IoD guidance and OHSAS 18001 that can somehow be linked to 'vision' in some way. Its almost like having a 'dreamsheet' for H&S, its then about getting the strategy in place to start the journey. I'd always presumed the strategy was the top of the pile in developing systems, but that is just proving to be a mechanism to achieving the 'vision'.
Its straightforward-ish to have the vision of what it could be, but to format that vision and get it down on paper in a good enough format to influence the right people is a real challenge.
This could make a good academic paper.

The approach you set out is one I have used in the past. The technique of pretending it is 5 or 10 years in the future and asking, "what is the H&S performance and culture like and how did we get there?" was done by several people in H&S and in the Occ Health Team. After discussion with senior managers, this became the "vision" and I then pulled that into the strategy Martinw mentioned as to the way we should try to achieve the vision. (Martin thanks for the kind words).
We have since had changes in senior managers and have a new strategy. but the approach worked well. Good Luck establishing your vision and getting it implemented into a strategy.

A question I often ask senior managers is 'how good would you like to be?' And then, OK, what does this look and feel like? Sometimes people say things like 'we want to be world class', but don't know what it is or what it looks like. These views can be captured on a grid with examples versus a timeline and actions to reach the vision, or goals/objectives.

It could be worth taking a look at the IOSH Vision and its Corporate Strategy to give you an insight of what the collective views of Volunteer H&S Professionals and the Executive Team at IOSH think we as an Institution should be thinking and doing over the coming years. Go to http://www.iosh.co.uk/index.cfm?go=about.vision to have a look. Though IOSH is a Charity, it recognises it has to perform and govern itself properly as well as plan ahead in line with its chartered requirements and member expectations. Other Corporate Statements can be similar in what they espouse but it's all about tailoring the Vision, Values, Mission Statement and KPIs to try and meet achievable goals in a way that captures Management attention as well as employee interest. It must also meet key stakeholder expectations!
