Looks like the hse are bringing in the register regardless of the consultation process, (it's all ready marked down for coming into fruition in April 2010) be interesting to see how much extra this will cost,
owners / clients / hirers / principal contractors / contractors,
this will be apart from any training / refresher training / costs of being on the register / costs of not being on the register / new sets of certification and examination and likely costs of implementing these factors and the increases of registering yearly because it will be run by a private company just like all the other so called government bodies, DVLA, VOSA,TV licensing etc.
Does anyone have a good argument for these new regs, because i just cannot see how they will reduce the accident / incident rate for tower cranes, and what about other cranes on site, if we already have legislation governing lifting equipment and appliances them why do we need more?

I answered the consultation document and still have the same feelings as yourself.
One of the things that surprises me is that it is the PC who must notify the crane on site!
This will be fine for the MCG but some of the smaller hirer's will not even have been informed of this register!
Therefore like most other things it will be the high visible companies that pick up the tab and there will be cranes up all over the place not on any register.
As a hirer of Tower cranes the financial impact will not affect us until sales get involved and tell the customer we will pay.(ha ha)

As a member of the United Crane Operators Association (UCOA), I strongly agree with a form of registration for all cranes not just TC's although, I have to say it hasn't been thought out properly and is completely missing the point.
The proposed registration is unnecessarily complicated and far too expensive to administer.
I too have filled in the form, which in itself doesn't allow enough space for valid points to be taken in consideration.
This seems to be a knee-jerk reaction from the Government via the HSE, originating from pressure by the Battersea Tower Crane Accident Action Group.
