Try searching on web for "keep it running, keep it safe" by William Wong. It gives you an overview of the requirements and processes involved from an engineering aspect.
I thought of posting the link but it is very long and probably would not work but Google books will find it; it seems the whole book is now available to view?

In a general management context the Management of Change is concerned with the process by which an organisation sets out to ensure changes do not adversely impact on other ongoing aspects of the management system. Such a process would look at the manner in which the need for change is identified, how the choices are evaluated, how the decision is made, how it is implemented and how the impact of the change is monitored. Finally one should not forget of course the final step - how the decision is reviewed to determine if it was successful, or not.

MOC is the element for which all other “foundation” elements of PSM are implemented. It is the PSM element that controls introduction of new risk. Recognizing change, analyzing the risk of each change, and handling small changes efficiently are just some of the barriers that managers face with MOC implementation.
