Posted By Paul Slater I am currently writing the bomb threat procedure for a large leisure organisation, as you can imagine there are lots of cases where bags, clothing etc is left behind from people by mistake. This is dealt with by the lost and found procedure, my concern is that staff members could just pick up a 'suspect package' in the same where.
What I need to do is to define what a suspect package could look like/is, this way they can then follow the bomb threat procedure and not just the lost and found procedure.
Does anybody have any ideas how I can define a suspect package that would make it different from just a normal item of lost and found?

Posted By Messy Shaw I have attended two courses regarding this threat - one involved a demonstration of small 'innocent' looking devices which exploded with incredible energy (despite - obviously - the demonstration taking place in the open).
What I learned from that input is that explosive devices can take many and any form and understanding this risks is complicated. The Police now have trained specialist POLSA officers - Police Search Advisors - such is the complexity of the job.
Only you will know the level of risk your particular circumstances present. I would argue unless the risk is high or very high, it probably is best not to be too specific about describing the appearance of a suspect device. The best emergency procedures are those which are easily understood by those expected to carry them out.
Perhaps including a complicated section within the plan attempting to describe every possible variation of suspect package would make the procedure difficult to understand and remember.
However, as I say, only you would know the likelihood of such an attack, but for most public buildings such as shopping centres etc, advice for those not primarily involved in security is often best left generic.

I don't think there is any such advice of what a suspect package might look like.

Posted By Adam Worth I am no expert but from what little knowledge I have I agree with the above - A bomb could look like anything.
The trouble is it more difficult with the current threats as it appears the aim is to injure / kill large amounts of people as appose to create fear.
My experience has always been to deal with bomb threats that are publicised on the radio / phone to the police or called through etc. There are issues with this as well, do you evacuate? - Bombs have been stowed at assembly points!
This leads to my point :) - I was always told we would have to search our own site as the police wouldn't know what they were looking for! Further emphasising the fact it's impossible to tell.

Posted By Phil Rose There is a document from the Home Office called 'Bombs - Protecting People and Property' which you might find useful, but to reiterate what others have said, IED's are generally made to look like everyday objects that appear innocuous and fit in with the surroundings.

Posted By Andrew Kurdziel Your local police force should be your first point of contact. Each force will have a security/counter terrorism advisor who can advise on these matters. Also check the Home Office and national resilience websites for more advice. Bombs can take many forms and there is no easy way to identify what is and what is not a bomb.
