Hi, we are having a debate if access for descending into a chamber should be provided? The chamber is part of the sewer network and is designed for equipment to be retrieved from above ground (therfore no need for anyone to enter the space). However once every 5 years or so / emergency there may be a need to access the chamber. Should we design with access ladders / rungs? Or, remove them, to ensure any access is made by temporary means under a safe system of work, thus eliminating any unplanned access (a frolic)? Any case law relating to designers duties and access egress would also be appreciated thanks Rich

By supplying fixed ladders, would you not be creating a frolic? On my site I would probably have them inspected on an infrequent but regular basis - thus requiring someone to enter ... catch 22. . Would I like to use fixed (steel?) ladders left uninspected for 5 years? Probably prefer to put my own temporary set in if I needed to. I might ask the designer to make provision for such - safe access to a ladder, safe footing area, lighting, etc.
