Have been asked by the Clients representive that all our staff & operatives on site undgergo asbestos awareness training, he also insisting that the scaffold contractor is registered with the HSE .
The situation is that we are carrying out external works (concrete repairs etc) off scaffold and internal decoration to various blocks, the asbestos survey has identified artex and various AIB panels to internal doors. We will not be working on the doors and the artex has been previously painted and is in good condition and we will only be applying a further coat of paint. Therefore is it reasonable that all these people undergo asbestos training, the site managers have already undergone this training as part of the company training plan and we will give all those involved in painting the inforamtion regarding location type and what to do if you dicover material not identified in the survey.

Whether the requests are reasonable or not - If the Client wants something, he can have it

[This assumes that it is not a 'late request' after the contract has been let - if it is a late request, then its an extra cost that the client should bear]

Reg 10 of CAR2006 states that asbestos awareness training should be given to employees whose work could foreseeably expose them to asbestos.
If your site managers have undergone company training in asbestos awareness then a toolbox talk to the painters is probably sufficient. Details of the location, type and condition of any ACMs and what to do if any suspect material is encountered should do it and would only take about 15 minutes.

As Alan says, if the Client wants it then he should get it.

I agree with Androo, from what you have stated then it appears that a toolbox talk would be fine; my work involves working in environments where there is plenty of ACMs found every day.

Asbestos awareness training is a mandatory legal requirement for any person whose job entails disturbing the building fabric under CAR 06, toolbox talks are NOT training in this regard.
