Jerry, Check out COSHH (L5) it states that dust of any kind can also become hazardous to health under COSHH when it is present at concentrations => 10mg/m3.
There is more information on the particle size, you would need to read it.

Dust at 10mg/m3 is determined to be a irritant hazard to any non susceptable individual, perhaps as this individual has a pre existing medical condition you may want to aim a little lower than this.
Look at controlling the source of the dust, how it is made or kept airbourne, methods of removal, supression or extraction, aim to reduce this as low as reasonably practical if possible.
Respirable dust has a lower exposure limit than this (the difference being the aforemention particle size), but speaking frankly exceeding the exposure limits of non-hazardous dusts, respirable or inhalable, requires the workplace to be more than a bit dusty.
Another thing to consider would be, are you sure that the dust is the cause of his complaint, although it may seem a likley culprit, it may not be the only one cause, work load for instance or a range of possible work place asthmagens

thanks Guys i'm fairly sure this is really not about dust and is really a HR issue but as it was raised as a problem i felt the need to assess it. readings were much much lower than 10mg's. i'm fairly sure this is about the individuals dislike of the area.
thanks for the help
Jerry
