Our factory is being rewired.

On completion we will need Fixed Installation Testing done - is it acceptable for the same contractor to test as installed the wiring or should we use a different provider?

Not sure whether it's a legal requirement or a contract requirement but when we have had warehouses rewired (which has been in excess of 100 in the last few years) a fixed wiring inspection cert has been issued by the installer. However, the rewiring was done as part of a fit out project that required an O&M manual be issued on completion.

If it's a notifiable project I would imagine that the installer would have to issue a cert.

Not withstanding the requirements of CDM, the wiring regulations, BS7671 “effectively” the code of practice for compliance with EAWR89 for fixed wiring installations requires that an Electrical Installation Certificate (EIC) is completed.
This has 2 versions, one with a single signatory, where one “person”/”company” is responsible for the design, construction and inspection/testing. This is perfectly acceptable.
The second type has 3 signatories, this would be used where the 3 functions above were undertaken by different companies/persons.
This is also acceptable!
Many electrical installation contractors, will utilise different teams for the install (construction) and the Inspection & Testing as the I&T is a more complex (expensive) part of the job.

The contractor must NOT issue a Periodic Inspection Report for such work as a rewire.
A Periodic Inspection Report (PIR) is only suitable for as its name suggests periodic inspections of the installation. This would NOT be done in conjunction with any modifications or rewiring works.

New electrical works = EIC
Small Modifications to existing wiring = Minor Works Certificate (MW)
Periodic inspections of building wiring to ensure that it is still safe, however requested, by Co. Policy, HSE, LA, Insurance Co. etc. = PIR.
