I'd be interested to hear from any other social landlords with an in-house maintenance workforce (trades) as to what measures are taken to protect lone workers.
Currently we use an incident reporting procedure which informs an incident list compiled by our legal team. This annotates job orders that two persons are required, etc.
All staff are issued with a fuller copy of the official list as well as a mobile telephone and the option to request a second person should they feel the situation requires it.
All field based staff recieve fear of attack training.
Having worked here for 19 years I could count the number of incidents on one hand (easily).
We currently have a manager who is so risk adverse on this subject that I am struggling to explain that our control measures simply need to be proportionate to the risk. Am I wrong ??

It sounds as though you have a thoughtful and measured approach to the risks inherant in lone working.
Risks are a fact of life and sensible precautions cannot always take into account every single eventuality - it is simply not possible.
It might be worth (if you haven't already) presenting your manager with some statistics to back up your argument. i.e. - How many incidents have you had - major and minor? - What was the outcome? If you can provide some comparison data from people in similar industries this might aid in putting things into perspective.

It may help to also have a look at www.hse.gov.uk/violence/loneworkercase.htm where the HSE provide different case studies to see how some employers have tackled the issue. If their procedures are more in line with what you have already in place, this may assist your argument. It may even be the case that you might see something that others do that you may wish to do, although from your post I doubt that you need anything else.
