Im just after people opinions on the CDM regs in regards to the control of contractors. Do you think CDM states clearly what is required ? Would you suggest any changes to the regulation ? Do you think any aspects the the old regs were better ? etc etc Any opinions welcome in regards to the control of contractors through CDM or any other regulation. Thanks

A very broad question and I guess you are coming from the PC's perspective. Even if the CDM regs do prescribe adequately the control of contractors I think it is how it is applied which counts. For me the whole CDM regs are too prescriptive and poorly enforced. Hence they are regarded little more than a backside covering exercise by most duty holders.

In my experience, and I do have lots of that in this area, the Regs do state clearly the requirements, however it is the PC's and other contractors that either are not aware of the requirements or they decide to ignore and just get on with it. I quite often find contractors at work and no ra's on site. Once asked for the documents they go and get them from their van. Poorly enforced - does this mean if more frequent visits to site by HSE inspectors would conditions improve - probably? Changes to the Regs would not make any difference at all, it's up to the contractors including PC's to pay more attention to the requirements. I think a qualification should be enforced on all construction workers, including management and all, coming from attandance at a CDM Regs training course. That course should include an exam with a fairly high pass rate. One day should do it.

Totally agree with Chris - I work with the CDM Regs every week and I find them a vast improvment on the previous. OK not perfect but what regs are? I'm afraid if 'we' are waiting for legislation to make 'us' safe 'we' will be waiting a long, long time.
