CHIP just deals with substance marking. REACH sets out to register all uses of all substances within the EC, with the aim of ultimately dictating what can be used, by who, how and where, and making any unregistered use illegal. It also sets out to produce MSDS sheets which will effectively include a risk assessment for each of the registered uses, and establishes a huge and daunting system for the assessment of substances by the supplier/manufacturer.
