Dear all, I'm wondering if anyone has any experience in this field. I have been asked to co-ordinate a thorough risk assessment with resulting recommendations for the transfer of LPG direct from the ship in which it has been transported, into road tankers which would pull up on the quayside. All contributions would be welcome!

Down to an effective and complete hazardous area classification, identification and control of all ignition sources, emergency response equipment and plan.
I suggest carrying out a HAZOP study with necessary stakeholders, experienced chair and scribe.

Any bulk transfer of flammable material requires careful planning, and LPG is probably more hazardous than most. Are you planning to use existing ship offloading/tanker loading facilities or will construction of these be part of the project?
Clearly the physical facilities need to be suitable for the pressures, temperatures and flows expected. Also, you need to consider the human factors making sure the tasks can be executed in a safe and efficient way. You will need to have suitable fire and gas detection and fire fighting capabilities.
I'd be surprised if you will transfer directly from ship to tanker. I'd expect a storage tank to be involved, which will introduce more things to consider.
