Get yourself a copy of the L8 Approved Code of Practice - most likely now available as a free pdf from HSE/HSE Books.

Get hold of a copy of the BSRIA Application Guide to Legionellosis Risk Assessment. I believe it is still in print and available from BSRIA. It will give you a good template to work from and it covers most legionella risk areas, eg cooling towers, spas, hot and cold water systems etc. Hope this helps.
