What constitutes a chemical toilet? I understand that flushing toilets are required on construction sites (priority) - however, some chemical toilets make use of pump (hand pump within the toilet unit) to flush - is this classed a "flushing," therefore OK? Or are they the type with an upper and lower tank classed a "flushing."
