Can anyone recommend a suitable online risk assessment tool. There are plenty on the market but some are over complicated or cost prohibitive. I'd also prefer something I can extend, such as training databases etc in the future. Thanks

Are you looking for a system to actually complete risk assessments on line or something to record the actual risk assessment once this has been done?

It would be helpful if you provide more information as to what sector/types of work activity this would be used on.
Some of the systems OK if you make widgets in a relatively low risk environment, useless in higher risk, more complex situations.

A lot depends on your business but if you want something straightforward, what's wrong with a word processor template for those involved to follow plus perhaps a spreadsheet or similar to track actions arising? They are tools that most people will feel comfortable with so will concentrate on doing the risk assessment rather than "what do I do next?" or "what does this button do?". Nothing against some of the software providers (some...) but if your business is simple in structure and the risks are straightforward then you are probably right to be concerned about over-complication. Technology can be limiting rather than liberating sometimes! As for training records, how does your business record non-safety training? If you have an existing system, then why not extend it to include safety matters rather than setting up something new? Again, capitalise on what people in your business already know and use.

PS - have you seen the HSE's model risk assessments recently? Worth a look if only to see how simple they can be whilst still being legit.
