Hi,
I wonder most of the construction companies in Middle East insist for a Daily Tool Box Talks, gathering a huge number of workmen in groups. How effective these tool box talks are? I personally feel its a waste of time..do it when u require it.
Is is a mandatory requirement as per OSHA or OHSAS 18001?

Hi Jesu,
You are correct in that many companies carry out Daily Toolbox Talks. Why not consider this as good practice? Perhaps they are meeting to discuss their job activities for the day and addressing/discussing control measures for the risks involved in their jobs.
I can confirm however that this is not a mandatory requirement of OHSAS 18001:2007. This is a standard and does not describe particulars such as 'you must hold daily toolbox talks' it does however state
With reards to its OH&S hazards and OH&S management system, the organisation shall establish, implement and maintain a procedure for:
Internal communication among the various levels and functions of the organisation
communication with contractors and other visitors to the workplace
receiving, documenting and responding to relevant communications from external interested parties.
Companies may have procedures to hold toolbox talks on a daily basis to partly demonstrate compliance to the above, although this in itself would not demonstrate full compliance.

Dear Jesu,
ThE tool Box can be delivered effectively by following
1) The given Toolbox must be suitable for the activity to be carried out , mainly discussing the safe method of work the hazards , risk and emergency procedure before start of each days activity/.
2) The Tool box must be given by the jobsite supervisor( he is the best person to conduct the toolbox ,being a focal person .
3) The Senior management active involvement in the Toolbox talk will be more effective .They should communicate from line mgt to the downlevel workforce how they valued safety and want to improve safety .
4) improvement in the work atmosphere will happen only when there will be a clear communication from both end i.e workforce and management.
5) In Middle east language barrier is one of the hardle which need to be assessed and monitored by HSE.
6) Onsite HSE must have a suitable database of tool box Talk pertaining to the hazard and must monitor how these tool box are delivered to the workforce.
There are other variables which are different from site to site which need to be assessed .
