We have taken over the gound floor of a commercial building, approximately 75m2 as office premises, there is emergency lighting and two fire call points but I can not identify any smoke detectors. The Building was built pre 1992. Is there a legal requirement for smoke detectors to be fitted?

Here we go again - fire risk assessment is required and the main findings will either require or not smoke alarms.
You need to look at such things as occupation levels and times, unoccupied areas, inner rooms without vision panels etc. Read the guidance document.
If there was a Fire Certificate in place and you can obtain a copy that will tell you if smoke alarms were required, but that requirement has gone now. It's all up to the fire risk assessment.

Chris is right in what he says that a fire risk assessment would be required. But potentially there might not be any need depending how the area is divided up. if it is just one open space then a fire will not develop without you noticing. But if you can go into an area of a building and would not be aware off a fire starting somewhere else. (you wouldn't be able to see it) then installing smoke detectors might be a good idea. But it's no good installing them unless you are going to test them,weekly same with you manual call points record the testing as well.
