How much diesel fuel can we safely and legally carry?

I am not talking bulk tankers now, rather I am after information on fuel cans such as 25l jerry cans up to and including towed double skinned bowsers, how much are we legally allowed to carry without needing an ADT licence?
Information on the net on this subject is extremely confusing.

The guidance looks pretty straightforward to me. But looking at your original question "How much diesel fuel can we safely and legally carry?" what you can carry legally may be something quite different to 'safely'.

if it is diesel 1000 litres, the same for heating oil, 333 litres for petrol. However personnel would still require awareness training in relation to their duties, fillers, loaders, drivers etc.
