Anyone got any knowledge of floating accommodation barges moored in UK harbours areas in relation to FRA requirement. Permanently moored ships or ships on land are not excluded from Part 3 of the Scotland Fire Act 2005;however these barges move from harbour to harbour therefore cannot be defined as permantly moored. Would the harbour authority be described at the 'landlord' for example...

First question - is the floatel registered?

I am aware the MCA will not register a non-propelled barge, but other administrations such as Bahamas will.

If so, then no problem, it is a ship like any other in the port.

If not registered ........... ??

Guidance on The Scottish Fire Safety Act Part 3 does state that "vessels on land or permanently moored are not excluded fro the requirements: – the definition of 'permanent' comes into question here but I would suggest it could cover an accommodation barge in use over a reasonably long period of time. In any case I think it good practice to request a copy of the FRA. No precedent has been set yet on this in the UK (i think) but the Fire Service do have powers to serve an enforcement notice...I'll keep you posted via PM.
