Any tips on conducting a non-OTT safety assessment on a company-sponsored and company-organised cycle run?
Approximately 400 miles over 5 days, some of which will be company-paid time.
10 participants, all are employees, all are participating voluntarily and are experienced cyclists.
Participants providing their own bikes, which will be fully serviced prior to the start.
Company is providing a hired support van with drivers, spares, first aid kit etc.
Employer's Liability and Public Liability insurances in place.
Precise route yet to be determined (Aberdeen to Galway).

We did an event similar to this last year. The danger is you can go OTT which is obviously what you want to avoid. In addition to what you have mentioned, we insisted on a health declaration being signed before the event to ensure the cyclists were fit and able to take part. Probably the most important part though is the route planning. Trying to avoid major roads, avoiding peak traffic times, minimising right turns etc - someone actually needs to drive the route beforehand to understand what it is like rather than just looking at maps. You may also need to notify local authority and or police but I'm not entirely sure.

The Home Office published a document entitled - 'The good practice safety guide for small sporting events taking place on the highway, roads and public places'. Whilst it may not cover your specific type of activity, it does include cycling events and it may give you some good pointers. It is/was available on the Home Office website. Hope this helps.

My version of a non-OTT assessment of the risks would be vary baisc given the controls you have already identified. Presumably the participants are doing it of the own volition and are reasonably fit, a delcared self-health assessment is not worth much by the way. As long as you can show that routes have been identified as being suitable, first aid and emergency arrangements are in place and other general support, I think you have done all that could reasonably be expected - crack on.

You state that EL and PL insurance is already in place. However, I assume that your business does not have anythnig to do with cycle rides, organisation of events or even anything to do with activities on the highway.
I strongly advise you to get in touch with your insurer and let them know exactly what you are doing, how you are identifying, assessing and managing risks.
Insurers are not be able to avoid a claim under the EL. However if another person, a third party, were to be injured by an employee particpaitng in the event and claim against either the employee or the employer then the PL policy would normally respond and provide cover. However, the insurer might take the view that a cycle ride was outside of your normal buisness description and that they would not provide cover.

I see Phil has beat me to it. I doubt your company insurances would cover anything other than perhaps the support vehicle.

I wonder if you are actually "at work" while doing this event? If not at work then a risk assessment is not required?
You would obviously look into whatever precautions are necessary anyway as any sensible person would).
Why not try asking whoever looks after professional cyclist sportsmen and women for advice?

Thanks for the comments and suggestions; all useful.
I'll check on EL and PL with our insurers. My original wording, "safety assessment", was deliberate, as I also feel that this is more of a common sense review than a work-related RA.
