Hi bit of advice please.
Is it acceptable for someone to attend a 3 day hazardous pipeline inspection awareness course and after satisfactory completion of a multi choice exam carry out hazardous pipeline inspections? I am aware of the API 570 standard and the requirements for an authorised inspector but my understanding is that because API is not law in the UK there are very few API authorised inspectors. The training provider obviously thinks it is acceptable.

There are also no formal training/qualifications in relation to making flanged connections which is a complete juxtaposition to welded flanges.
There is a good HSE Report (RR 253) on pipe line inspection in the UK.
In reply to your question, I guess it depends on the back ground of the people undertaking the training. If the training provider and the employer in question thinks that the personnel are competent following the 3 day training then why not.
As you correctly identify in the UK API authorised Inspectors are not required.
However, PED & PSSR are applicable.

The courses noted is a good one. However if this 'someone' also has pipe work inspection, fabrication etc competency then I would say that they are well on their way to being alround competent but if this 'someone' is a farmer, cook or even H&S adviser who has no previous experience I would say think again; as 'inspection' means nore than 'check'
additionally talk to your insurers as if something goes wrong it is they who will cover/not cover you
